9467 - Enhance tagging workspace network resources for AWS. Two issues are addressed by this PR:
Multiple NAT Gateways are supported per VPC
Not only NAT Gateway is tagged with
BplmWorkspaceId=<workspace-id>, but VPC, VPC Endpoints (e.g. VPCE for S3), Internet Gateways, Route Tables and Elastic IPs are tagged too.
